Training Manager Development
This
section contains articles about skills and information needed by training
managers. It complements the introduction of such topics in the
conference programme. The first article from Jan Singleton (who
attended the March workshop at SAP Bedfont) describes
work with the Trainer Assessment Programme (TAP) then there's
another which explains how to develop a corporate learning
strategy.

This
one looks at a survey of training managers on leadership
development.
Leadership deficit in UK organisations poses learning challenge
Two-thirds of UK organisations are suffering from a shortage of
highly effective leaders, according to a survey of 664 training
managers working in UK organisations. In response to this leadership
deficit, 85% of UK organisations are now investing in some form of
leadership development activity.

Implementing an LMS

These guidelines are aimed at developers who are already
involved in the provision of digital of learning content, as well as
those who would like to get involved. They are not exhaustive by any
means, but they do provide a practical guide to help ensure that
your content is accessible and interoperable across learning
platforms used in education. It is our intention to ensure that
these guidelines remain relevant and valuable to content developers
by evolving them and updating them in synergy with developments in
technology and practice. ©Becta, January 2005

Measuring Education Value
These articles are both from Jeffrey Berk who is scheduled to speak
at the CEdMA Europe conference on 05-06
May.
Best Practices in Learning Measurement
A top question
often asked of organizations creating and revising processes for
learning measurement is, “What are the best practices?” This
question is asked more and more because training departments are
being asked to prove their value more and more. In tough economic
times, all aspects of the organization are being asked to justify
their existence, not just training. However, the more prepared
training organizations can be to respond to such inquiries, the
better likelihood they have of maintaining a value-added role within
the company. This October 2003 article by Jeffrey Berk attempts to
discuss some of the more significant characteristics and best
practices that have helped organizations create an effective
learning measurement process. ©MediaTec Publishing Inc 2003
Identifying Tangible Business Results
The need to link the
strategy, impact and return on investment of learning to tangible
business results is a key priority for learning executives. CLOs
hear this continually from C-level executives who fund their
initiative, so there’s no surprise that it has percolated to the top
of the priority case.

Managing Costs/Outsourcing
These articles come from a special feature called "Achieving
Business Results With Learning Outsourcing"
published by Clomedia in April 2005. After an overview of
outsourcing in general and training outsourcing in particular,
there's an overview "Learning
Business Process Outsourcing and the Journey to High Performance".
Following that, there are two features "Breaking
Through to High Performance: Unleashing the Power of Learning BPO"
and "The Personal Side of Outsourcing".
Then, there are case studies from AG Edwards, Sun and Avaya.
Finally, there's a feature "Learning
BPO: Overcoming the Misconceptions".
Business Process Outsourcing - Pros and Cons
Everywhere you go, people are talking about outsourcing. A recent
statistic projected that the market for training outsourcing alone
will grow to $20 billion over the next few years. What is the real
story? Last summer, Bersin & Associates performed an extensive
study, “The Economics of Outsourcing Training Technology and
Operations,” and found several important trends. Outsourcing is
having a major impact on e-learning and the technology side of
training. Several new business models bring tremendous resource and
cost savings for learning organizations. However, the study also
found that the market for business process outsourcing (BPO), the
traditional type of outsourcing, is still immature. What does
outsourcing mean to learning and development? Is outsourcing
something your organization should consider? There are pros and cons
to consider before determining if this business option makes sense
for your organization.

Learning Business Process Outsourcing and the Journey to High
Performance
What’s on the minds
of learning executives today? An exclusive Accenture Learning research study
has found that a single, common goal dominates the learning field
today: leveraging the learning function to make a business impact
and achieve high performance. ©MediaTec Publishing Inc 2005, Clomedia Special

Breaking Through to High Performance - Unleasing the Power of
Learning BPO
Organizations increasingly seek trusted collaborators to help them
achieve high performance through their learning function. The
greatest opportunities, especially for businesses, will come from
total enterprise learning outsourcing strategies that have the
potential to transform a company—supporting growth, innovation and
competitive differentiation.

The Personal Side of Outsourcing
When companies
transfer all or part of their learning functions to an outsourcing
provider, change ripples through both organizations, especially the
people whose jobs are redefined. The questions are: “What will my
new role be? And what will happen to the people on my team?” ©MediaTec

AG Edwards - Learning and IT Transformation
When A.G. Edwards &
Sons Inc. began a period of IT transformation—developing the new
technological capabilities required for the company to grow and
prosper in the coming years—the company realized that reskilling its
IT workforce would be a key ingredient to overall success. Because
of the scope of the work and the strategic importance of the overall
initiative, executives decided that augmenting their existing
training staff would help them reach their goals faster, and the
company signed an agreement with Accenture Learning to provide
learning services.

Sun Microsystems - Improving Customer Satisfaction through Learning
Outsourcing
In the beginning, Sun Microsystems Inc. (Sun) did it all when it
came to customer education. Its learning professionals designed and
developed training and delivered it in Sun’s classrooms. Of Sun’s
roughly 35,000 employees, some 1,400 were dedicated to the
educational space. Eventually, top management wanted to know
something: Why wasn’t Sun, a partner-driven company, using a
learning outsourcing model—an approach that was beginning to take
hold throughout the corporate learning industry?

Avaya - Outsourcing for Business Results
When Avaya—a global
leader in business communications software, systems and
services—prepared to embark on an aggressive schedule of new product
launches, a key success factor was making training programs
immediately available to help customers promptly realize efficiency,
performance and business benefits. It became clear, however, that
Avaya’s geographically fragmented learning organization was not
positioned to meet the accelerated training needs that would enable
rapid market uptake. To cope with the increased learning demands,
Avaya outsourced its entire learning function to Accenture Learning
in November 2001. ©MediaTec Publishing Inc 2005, Clomedia Special

Learning
BPO - Overcoming
the Misconceptions
Learning business process outsourcing (BPO) services are now
officially the most robust segment of the corporate training field.
It’s easy to understand why. Learning BPO (also known as training
outsourcing) has become the logical solution for companies seeking
to move from fixed to variable costs, and to shed learning functions
that are not core to their business.

Instructor Resourcing
This article looks at the new role of the instructor for online
education.
Preparing Instructors for Quality Online Instruction
With a
growing number of courses offered online and degrees offered through
the Internet, there is a considerable interest in online education,
particularly as it relates to the quality of online instruction. The
major concerns are centering on the following questions: What will
be the new role for instructors in online education? How will
students' learning outcomes be assured and improved in online
learning environment? How will effective communication and
interaction be established with students in the absence of
face-to-face instruction? How will instructors motivate students to
learn in the online learning environment? This paper will examine
new challenges and barriers for online instructors, highlight major
themes prevalent in the literature related to “quality control or
assurance” in online education, and provide practical strategies for
instructors to design and deliver effective online instruction.
Recommendations will be made on how to prepare instructors for
quality online instruction. ©Online
